    You need to check the plug-in script in:

    Window->Settings/Preferences->Plug-in Manager

    The plug-in is called "DmmPlugin.py". Check it to "load" and also select "Auto load". The plug-in script will automatically check in the DMM plug-in "dmm_cinematic.mll". You should restart Maya after you have selected "Auto load". The shelf should appear then.
